National Director

Ricardo Vicuña Poblete - National Director

• Guide and direct the fulfillment and execution of all the functions and attributions of the Institute and, in general, resolve all matters of a technical, operational, and administrative nature, following a report from the respective Subdirectors, when appropriate.
• Authorize the Subdirectors, the Legal Counsel, and the Comptroller to sign "by order of the Director", such matters as the National Director may indicate.
• Enter into agreements with public, private, national, foreign, or international institutions on matters, studies, or work of interest to the Institute, regarding the rendering of services to these same entities or the improvement and training of personnel. All agreements referred to in this paragraph must have the consent of the National Statistical Commission.
• Preside over the sessions of the National Commission.
• Submit, annually, for the consideration of the National Commission, the National Plan of Statistical Compilation, which is to be approved by the President of the Republic.
• Propose to the President of the Republic for approval, before 15 December of each year, the permanent staff of the Institute and their remunerations, and the appointments of personnel, when appropriate.
• Assume the judicial and extrajudicial representation of the Institute. As judicial representative, the National Director will have the powers of Article 7 of the Code of Civil Procedure.
• Issue resolutions and instructions as necessary for the organization and the improved operation of the Institute.
• Determine the internal structure of the Institute, for which the National Director may create, modify, or suppress within the Institute all work units, as deemed appropriate. Resolutions in this regard must be well founded and contain the lines of dependence and functions that correspond to each unit. The appointment of the Heads of the different work units will be made by officials of a higher rank than those who work in them. Likewise, units that are at the same level will be performed by officials of similar rank. In all cases, the suitability to serve in the position will be determined by the National Director and will have the technical approval of the National Statistical Commission. Regional Offices will be created after a favorable report from the National Planning Office and the resolution for their creation, and the Provincial Offices will comply with the requirements contained in note 1 below.
• In general, ensure the faithful fulfillment of the functions of the Institute.
• Submit, for the consideration of the National Statistical Commission, the initiation, interruption, resumption, or transformation of continuous or periodic statistical series or the performance of special projects of statistical interest.

Department of Institutional Audits

Carla Cristina Cáceres Maldonado - Head of the Department of Institutional Audits

• Prepare and implement the Institution's Annual Audit Plan, as well as extraordinary audits, in accordance with the regulations in this area and with institutional strategy.
• Execute audits and prepare the respective reports, according to established standards and in compliance with institutional and governmental requirements.
• Validate the plans prepared by the areas that must make commitments and take corrective or preventive actions, ensuring that they correct the issues indicated in the findings.
• Execute the follow-up of the plans of areas that made commitments related to the findings of the audit.
• Collaborate technically with the Comptroller General of the Republic in auditing matters, facilitating the preparation of responses to observations issued by the Comptroller.
• Participate as a reviewer, in the role of auditor, in the evaluation of compliance with the institutional collective performance agreement.
• Ensure compliance with the requests of external government agencies within the Department’s scope of action.

Cabinet

Cristián Rodrigo Egaña Del Valle - Chief of Staff

• Advise the National Directorate on matters of strategic coordination.
• Endorse documents and administrative acts that require the signature of the National Director.
• Manage and evaluate key strategic decisions for the Institute and for the execution of the public functions entrusted to it.
• Articulate networks with organizations and actors to facilitate institutional management in all areas entrusted to the Chief of Staff by the National Director.
• Facilitate and coordinate political and administrative issues entrusted to the Chief of Staff by the National Director, including those related to Regional Directorates.

Department of Strategic Management

Nicolás Ignacio Rojas Hernández - Head of the Department of Strategic Management (acting)

• Formulate the strategies and plans of the Institution, safeguarding the faithful fulfillment of the institutional objectives and goals.
• Monitor the achievement of strategies and plans, supporting the follow-up of the plans, programs, and projects of the Institution.
• Monitor the achievement of the institutional commitments linked to institutional strategic definitions.
• Design, direct, and monitor the formulation of wide-ranging strategies and tactical plans of the Institution at a national level.
• Support the Institution in the strategic planning process and in the evaluation of the achievement and degree of compliance with strategies, plans, and programs.
• Support the formulation of strategic projects and monitor strategic and prioritized projects of the Institution.
• Provide tools with which the institution can adequately define, execute, track, and monitor institutional management.

Legal Division

Maria Gabriela Ilabaca Toledo - Legal Counsel

The Legal Counsel will ensure the legality of the Institute's activities and will have, in particular, the following powers and functions:

• Issue reports and opinions requested by the National Director, the Subdirectors, and the Comptroller.
• Maintain permanent information on the legal and regulatory provisions issued that have an impact on the statistical production process.
• Inform the Director about plans and initiatives that alter legislation in force or result in bills or regulatory norms, whenever they have an impact on the formulation or development of the National Plan of Statistical Compilation, on the operation of the Institute, or on the process of statistical production. Ensure compliance with legal and regulatory norms that govern the National Statistics Institute; identify the Institute’s resolutions when they do not comply with current legislation; and conduct legal studies on the progress of the Institute.
• Conduct studies, tasks, and projects requested by the Director in fulfillment of the objectives of the Institute.
• Sign “by order of the Director” matters indicated by the Director and, in general, all other functions entrusted to the Legal Counsel by the Director.

Institutional Cooperation Unit

Olga Marta Barquero Alpïzar - Head of the Institutional Cooperation Unit

• Promote and manage national and international cooperation.
• Design the institutional cooperation plan and determine the steps necessary for its fulfillment.
• Coordinate and monitor international participation in meetings, seminars, workshops, and internships.
• Manage the National Statistical Commission and demonstrate the results of its work.
• Contribute to knowledge management by disseminating documents of an international nature that are useful to the Institution's staff.
• Identify, propose, and coordinate alternatives for exchange, integration, collaboration, and cooperation.

Transparency and Public Outreach Unit

Tamara Andrea Arroyo Thoms - Head of the Transparency and Public Outreach Unit

• Design a plan for strengthening and consolidating the public image.
• Coordinate, articulate, and guide information needs of users and the general public.
• Define policies related to user assistance.
• Establish and maintain a working model for user assistance with channels for information requests at the national level.

• Lead the design and implementation of policies and controls, evaluating and reporting risks related to information security.
• Advise, lead, manage, and deliver guidance and actions in matters of the information security system in order to safeguard the Institution's information assets.
• Improve the quality, efficiency, and effectiveness of the information security system of the Institution by enhancing the dissemination of its operations and benefits.
• Manage the implementation, execution, maintenance, and improvement of the information security system and the processes related to such matters.
• Safeguard the Institution's cybersecurity.

Technical Subdirectorate

Leonardo Jaime González Allendes - Technical Subdirector

• Study and analyze the statistics and indices of the Institute and of other national producers of statistics.
• Study the technical modifications required for the modernization of statistics produced by the Institute.
• Suggest to the National Director the creation of new indices and statistics, the enumeration of censuses, and collection of sample surveys, according to need and opportunity.
• Create the National Plan of Statistical Compilation within the deadlines stipulated by the Director.
• Analyze and apply, when deemed appropriate, the standards recommended by international organizations, prepare reports that they request, and respond to their inquiries.
• Study the coordination of the collection, classification, and publication of statistics of fiscal and semi-fiscal agencies and State enterprises, and inform the Technical Advisory Committee of the findings so that it may propose to the National Commission, through the Director, the principles, standards, and directives to be applied.
• Endorse the statistical data compiled by the aforementioned organizations, so that the Institute may grant them official status.
• Respond to statistical inquiries sent to the Institute.
• Execute the functions indicated in letters g, h, j, and k, of article 2, of DFL. 313, of 1960.
• Guide and direct the operation of all the Technical Subdirectorate’s work units through which the aforementioned functions are to be carried out, without prejudice to the administrative control exercised over them by the Administrative Subdirectorate.
• Evaluate and standardize the procedures in all the work of the Institute regarding technical matters of the Technical Subdirector’s competence.
• Sign "by order of the Director" matters indicated by the National Director and fulfill all other functions entrusted to the Technical Subdirector by the National Director.

Department of Demographic and Social Statistics

Hector Alejandro Henríquez Rodríguez - Head of the Department of Demographic and Social Statistics

• Lead the design, planning, and testing of the production processes of social and demographic statistics through surveys, administrative records, and other relevant forms of collection.
• Execute the processes of design and planning, processing, analysis, and dissemination of the results of the production of social statistics, ensuring compliance with the principles and quality standards defined at the institutional level.
• Lead updates, new designs, and continuous improvements of the production processes of demographic and vital statistics, ensuring the detection and evaluation of users' information needs.
• Coordinate and implement technical mechanisms for the homologation of processes led by the department.

• Lead the design, planning, and testing of production processes of economic statistics through censuses, surveys, administrative records, and other relevant forms of collection.
• Execute the processes of design, planning, processing, analysis, and dissemination of the results of production of economic statistics, ensuring compliance with the principles and quality standards defined at the institutional level.
• Lead updates, new designs, and continuous improvements of the production processes of economic statistics, ensuring the detection and evaluation of information users' needs.
• Coordinate and implement technical mechanisms for the homologation of processes led by the department.

Operations Subdirectorate

Daniela Moraga Farías - Operations Subdirector

• Conduct the process of collection and technical elaboration of continuous official statistics.
• Conduct the official censuses, in accordance with international recommendations.
• Periodically conduct surveys to update the bases of the different indices, especially the cost-of-living indices.
• Collect the pertinent information and compile the inventory of the Nation's Economic Potential.

Alejandra Paz García Mozo - Head of the Department for the Implementation of Strategic Operations

• Construct statistical collection instruments.
• Configure first- and second-level validation models of computer and technological instruments used in data collection.
• Maintain up-to-date documentation of construction and data-collection processes.
• Establish and improve the dissemination components, defining the publication formats of statistical products.

• Lead the data collection processes for the production of official household statistics of the Institution, according to the designs, methodological standards, and good practices of the teams of the Technical Subdirectorate and the Department of Methodologies and Statistical Innovation.
• Coordinate, review, direct, supervise, and verify the statistical production of the teams of household statistics.
• Monitor and evaluate the performance of the units of the department.
• Coordinate with the public and private networks that produce and use labour, household, demographic, and vital statistics, and create initiatives that improve interaction with respondents.

• Coordinate, review, direct, supervise, and verify the statistical production of the teams of economic and price statistics.
• Monitor and evaluate the performance of the units of the department.

• Create guidelines for the construction and updating of sampling frames and directories, generating supervision and control processes for these products.
• Update the methodology and statistical production standards with respect to the work carried out by INE teams, incorporating the suggestions of international organizations and best practices.
• Promote research and innovation in the field of statistical methodologies, according to institutional priorities and needs.
• Coordinate and implement technical mechanisms for the homologation of processes led by the department.

Rodrigo Antonio Morales Soto - Head of the Subdepartment of Quality and Standards

• Ensure the implementation and compliance with standards and methodological norms approved by the committee for statistical production processes.
• Adapt and harmonize standards for the publication of metadata associated with statistical production processes.
• Adapt international standards and methodologies through research and review of technical standards, methods, management, and documentation of statistical processes.
• Analyze, update, develop, and adapt economic and social classifications, according to international standards and developments.
• Regulate and promote the use of economic and social classifications for statistical purposes at the national level.
• Certify classifications in the areas of economic and social statistics according to institutional and international standards.

Subdepartment of Frame and Sampling Design

Iván Touron Romero - Head of the Subdepartment of Frame and Sampling Design

• Generate efficient strategies for the construction of master sampling frames, which are used for the selection of units from which INE's samples are drawn. Selection units may be dwellings, companies and their establishments, agricultural production units, or any other statistical unit of interest.
• Establish protocols for the regular updating of the master sampling frames managed by the Institution.
• Propose and lead the implementation of methodologies for the updating of the master sampling frames managed by the Institution, whether they are geographical areas, housing directories, agricultural production units, or any other statistical unit of interest, through the use of censuses, surveys, administrative records, or any other relevant source of information.
• Develop studies to measure the effects of updating the master sampling frames on the estimates of the Institution’s main indicators.
• Lead the definition and correct implementation of the different nomenclatures necessary for the administration of the master sampling frames managed by the Institution.
• Build and manage sampling frames according to the particular needs of the statistical products that are managed by the Institution, ensuring the greatest possible coverage of the target population.
• Develop and implement methodological strategies for efficient sampling according to the accuracy and coverage requirements of each statistical product managed by the Institution.
• Implement methodologies for calculating the expansion factors of the units that make up the samples of the Institution's statistical products, including the information available from the sampling frame, field work, and other sources of information.
• Ensure the correct documentation of the methodologies used in the department's statistical processes.
• Develop new methodologies for sampling design and estimation to meet emerging needs of new statistical products.

Subdepartment of Statistical Research

José Ignacio Bustos Melo - Head of the Subdepartment of Statistical Research (acting)

• Promote research in the field of statistics, according to institutional priorities and needs.
• Maintain a constant search for the best practices for the production of official statistics, according to institutional needs, national or international experiences, and their possible implementation in the Institute.
• Initiate and lead the implementation of new statistical analysis methodologies, according to the needs of the Institution and to international standards, providing technical support and advice to teams that require further development of specialized statistical analysis methods.
• Promote an adequate coordination of the Institution's technical teams, strengthening relationships that allow for the detection of needs of continuous improvement in the area of statistical production.
• Contribute to the standardization of methodologies for the generation of quality indicators by the Institution's producers of statistical information.
• Conduct studies for approximating the effects that the proposed methodological changes would have on the Institution's products.
• Monitor methodologies and their possible impact on statistical products, and promote their dissemination within the Institute, facilitating the exchange of good practices among work teams.
• Promote the publication of research papers based on emerging needs to improve the production of official statistics for their use in public policy.
