The Strategic Plan of the National Statistics Institute (INE) for the period 2022-2026 is a management tool that, through the institutional strategic framework, seeks to guide us towards the achievement of a common goal over the coming years.
The results of strategic planning respond to a process of analysis and reflection on the main scenarios and challenges that the institution will face in the short, medium, and long term, all of which were considered during a period of participatory planning and implementation between December 2021 and June 2022.
The strategic framework of the National Statistics Institute consists of statements that provide a coherent road map for the institutional response in the coming years to the challenges identified.
The Strategic Plan was built through a participatory process by responding to the main institutional challenges and trends of leading national statistical offices. This process lasted seven months, and it involved more than eighty participants, ten interviews with key actors and stakeholders, and more than ten collaborative meetings with unit heads from the first to the fourth hierarchical level.
The construction of the plan consisted of five stages of development:
Institutional Strategic Diagnosis (December 2021): Web survey for unit heads from the first to the fourth hierarchical level, interviews with heads from the first and second level, and a review of documentation.
Strategic Scenario Analysis (January 2022): Analysis of institutional self-diagnostics, comparative analysis of international experiences, and interviews with key actors and stakeholders.
Analysis of the Implementation of the 2018-2022 Plan (February-March 2022): Review of the strategic management cycle of the 2018-2022 Strategic Plan and presentation of the background for the update of the Strategic Plan.
Construction of the Strategic Framework 2022-2026 (April 2022): Workshops for the formulation of strategic statements with the management team and the National Director and meetings for consensus on strategic definitions.
Implementation of the Strategy (May-June 2022): Workshops with unit heads from the first to the fourth hierarchical level for the formulation of strategic projects and meetings with the management team and the National Director for the review and approval of projects.
